I found my guild is Kuzick but I went Luxon so there is no Luxon Scavenger in GH, is there any way to let my new char learn save yourselves without go half way through factions?

Luxon/Kurzic skills are the same just different icon

get the kurzic version

Go to Cavalon, luxon side of FA, or luxon side of JQ.
There is a reward NPC at those three locations

If I learn it with one character will my other chars learn it, too?

No, you will need to buy the skill(s) on every character.

The NPC may deny you since you have chosen to favor the Kurzick's. If my memory serves me correctly, whenever I attempted to speak with an opposing faction NPC in a guested guild hall, I wasn't able bring up the window to buy skills, crafting materials, scrolls, etc.
I am not in any guild to try this out for you. If you can get a guest invite you can try for yourself.

You can buy skills from the NPC as long as you have more Luxon faction than Kurzick faction (or vice versa) when you are a guest in a guild hall. You cannot DONATE faction while a guest.

need to be at least R1 of the faction you wanna buy your skills from (Lux in this case), you can buy jade/scrolls, etc to raise your luxon rank even if you are in a kurz guild

No but any points towards Luxon/Kurzic are shared across the account, When I first got factions I found it easier to run several characters through the same missions till I had enough points to progress.

Some missions though repeatable gave fewer points I just did the main ones with I think 4 characters but its been a while.

If you're far enough in to be earning luxon faction then you should have no problem getting to Cavalon to trade it in. Look at the map on wiki, or look at the mission list, and you'll see how close it really is. Even if you are not, you can get there in a single afternoon's playing time.

take the main character and earn 3k faction

then take the alt thats level 20 and go to the GH and learn it.
